Although it is true that the Hakka FHL input system is [currently] not as comprehensive as the Mandarin Hanyu Pinyin IME, you should note that it is still in its development/trial phase and will improve as more vocabulary is added into it overtime. If you want to suggest improvements, you can email them yourself at: fhl_ime@googlegroups.com
Most ordinary people simply do not have the time, resources, nor the progamming expertise to create such a system from scratch unless you wish to create a better one yourself (read the Microsoft guidelines on how to create an new IME).
Otherwise, just stick to whatever is currently available at the moment. Besides, the FHL input is free of charge.
You also said "....liá-vi wikipedia mò-ngìn lòi phiên-siá....". I will ask you a counter question. How many new Hakka articles have you contributed yourself? Wikipedia is a free encyclopedia so editors are not paid to create new articles. Maybe if you start up an organization and offer to pay people for creating new articles on Hakka Wikipedia, then I am very certain that there will plenty of Hakkas willing to 'help' edit here.
As a side-note, do you know why Kazakh Wikipedia has so many articles? Because their government has created a non-profit organization, allocated 30 million tenge to that organization and employed 12 full-time employees to specifically create articles on Kazakh Wikipedia.
